Lists 1, 2 and 3 to the Foreign Business Act
The three schedules to the Foreign Business Act B.E. 2542 that decide how a foreigner may carry on a business: List 1 is closed to foreigners — whether any route opens a List 1 activity has to be confirmed before it is relied on — and List 2 and List 3 activities need the permission each list requires.

What it means in practice
Nearly every foreign investment question in Thailand begins here, because the list decides the route. The lists describe activities, not industries, and one company often carries on several activities at once, some scheduled and some not, so the analysis is done activity by activity rather than on the business as a whole. The common error is to read a single word of a list, usually 'service', and conclude that everything is caught. What the company will actually do in Thailand, described in its own terms first, is what the classification is run against.
