The centre at which Immigration Bureau and Department of Employment officers sit together, so that an extension of stay and a work permit can be applied for and issued in one place, for those entitled to use it.

What it means in practice
What the centre changes is where the filing happens, not what has to be proved. The company must be entitled to use it, the foreign positions are approved at the BOI stage first, and the individual's own file follows. The common misunderstanding is that a promotion certificate by itself puts every foreign employee on this route immediately. It does not: the position still has to be approved and the individual's documents still have to be complete, in the same form any other application would need.
